From policy to operating results

DCP treats safety and business requirements as constraints before evaluating cost, energy use and resource life. Not every load is flexible, and not every migration produces a benefit.

01Coordinate across time horizons

Device protection, local control and scheduling have different roles. Measure actual response times; animation is not a performance test.

Protection & local response

Devices retain protection duties. Local coordination checks capacity, reserves and critical loads before authorized adjustments.

Rolling schedules

Update plans using queues, generation, power trends and business priorities. Limit unnecessary switching and recovery rebounds.

Day-ahead planning

Forecast demand, renewables, tariffs and tasks to plan operation, then correct deviations using observed conditions.

02Establish real flexibility

Adjustable capacity depends on operating conditions, not just nameplate ratings.

Power & dynamics

Check available and minimum power, ramp rate, duration and recovery time. Deduct protection margins and committed capacity.

Business & data

Separate uninterrupted, degradable and deferrable tasks. Check runtime, data location, bandwidth and deadlines before migration.

Full cost

Include energy, demand charges, migration, delays, battery wear and maintenance rather than comparing tariffs alone.

03Work within capacity limits

Flexible scheduling may release usable operating headroom; it does not increase transformer or feeder ratings.

Adjust noncritical loads first

Defer charging or batch tasks within authorized limits. Protection, critical services and essential comfort requirements take priority.

Coordinate storage & compute

Assess storage duration, the service impact of power limits and whether migration is actually feasible.

Verify and recover smoothly

Compare target and measured power. Record limit violations, task completion and recovery, restoring loads in stages to avoid rebounds.

04Use consistent measurement

Simulations explain mechanisms. Project outcomes require actual metering and a consistent baseline.

Scenarios

Evaluate demand management, local renewable use, demand response and emergency continuity separately. Do not add overlapping benefits.

Verification

Record the period, weather, workload, missing data and metering boundary. Separate policy effects from equipment and external changes.

Review

Examine deviations, service levels, device states and incidents. Update resource assessments while retaining manual intervention and rollback.

Assign 1 kWh increments by marginal grid cost. Illustrative tariffs: 0.4 at 00–06 and 23, 1.1 at 17–21, otherwise 0.7 CNY/kWh, not a regional tariff. Excludes migration overhead, demand charges, storage, depreciation, taxes, export revenue and emissions. Peak reduction is not the objective; grid peak may increase. Solar follows a synthetic sine curve.
